China’s state planner on Thursday said it had approved a 10.36 billion yuan ($1.5 billion) coal mine project in the north western province of Shaanxi, with annual coal producing capacity of 15 million tonnes.

The project began construction without gaining the necessary approvals, the state planner said on its website, urging people in charge to learn lessons and ensure such breaches did not happen again.
